Han Yonggang, general manager of chairman of China Railway No.4 Engineering Group Co., Ltd (CREC4), made a speech at a video conference on December 3, which was hosted by parent company China Railway Group Limited to boost the construction of a “big business system,” sharing CREC4’s practices with other participants.
Chen Yun, secretary of the Communist Party of China (CPC) committee at CREC and CREC chairman, and Chen Wenjian, CREC president and deputy Party secretary, attended the meeting at the main venue at CREC headquarters and made speeches. Leaders of CREC’s various departments and senior executives also participated in the meeting, which was held at the main venue linking with sub-venues via video.
The meeting, presided over by Kong Dun, a member of the standing committee of the CPC CREC Committee, CREC vice-president and chief engineer, summed up CREC’s achievements of a three-year action plan in promoting a “big business system” within the whole group since 2021, and made arrangements for future work.

While attending the conference at a regional venue at CREC4, Han made a speech with the theme of ensuring the big business management run through CREC4’s whole work process with an aim of bolstering efficiency and enhancing its reputation.
On the basis of traditional cost management, the big business management aims to see multi-party collaboration and linkage, through strengthening various links such as business operation expansion, project fulfillment, operating cost control, property right confirmation and settlement, assessment and incentives. It eyes the goals of choosing excellent projects, top management, detailed calculation and full income, in a bid to win better market share and the recognition of project owners, elevating a company’s economic efficiency and its core competitiveness.

CREC4 leaders who are in Hefei, including Liu Bo, Party secretary and chairman of CREC4, Han Yonggang, Shao Gang, Chen Wei, Zhu Xiaoyong, Yang Hui and Liang Chao, as well as senior executive Zhang Feng, and other leaders from CREC4’s various departments, subsidiaries took part in the meeting at the sub-venue at CREC4 headquarters.
Han noted that CREC4 has maintained a three-driver arrangement (drivers through value, innovation and management) in a bid to create “Three Models” — a model of high-quality development in railway construction business, a model of a“big business system”with CREC4’s own characteristics, and a model of new assessment practices with positive incentive as well as negative constraints.
A group of model individuals, scientific and technological innovation achievements as well as high-quality projects were also commended at the CREC meeting.
